From May 1 to May 12, 2025, Assoc. Prof. Dr. Tran Viet Dung—Vice Rector of the Ho Chi Minh City University of Law (ULAW) and Dr. Phan Hoai Nam—Vice Dean of the International Law Faculty, conducted a working visit to Tallinn University of Technology (TalTech) in Estonia, funded by the European Union's Erasmus+ program. The two professors delivered specialized seminars on international law and the implementation of the EU-Vietnam Free Trade Agreement (EVFTA) for master’s students at TalTech.

Assoc. Prof. Dr. Tran Viet Dung lectured on balancing the state’s regulatory rights in international investment management, international investment dispute settlement, and the multilateral investment court system within the EVFTA framework.

Dr. Phan Hoai Nam gave a lecture on the recognition and enforcement of foreign arbitral awards in Vietnam.

The specialized seminars delivered by lecturers from ULAW attracted great interest from graduate students at TalTech Law School, offering comprehensive insights into Vietnam's legal frameworks regarding international investment and dispute settlement in international investment and the current state of recognition and enforcement of foreign arbitral awards in Vietnam. The sessions also highlighted existing challenges and proposed recommendations to enhance Vietnamese commercial arbitration laws, thereby promoting Vietnam-EU cooperation and positioning Vietnam as a crucial and trustworthy partner in Southeast Asia.
Enhancing Integration – Expanding Influence
During their teaching period at TalTech, Assoc. Prof. Dr. Tran Viet Dung and Dr. Phan Hoai Nam held meetings and direct working sessions with Prof. Tanel Kerikmäe, Dean of TalTech Law School and Honorary Professor at ULAW, and Dr. Archil Chochia, Editor-in-Chief of TalTech Journal of European Studies. Both parties reviewed the outcomes of past collaboration between the two institutions in developing the Vietnamese Journal of Legal Sciences, international publications, and lecturer and student exchanges within the Erasmus+ framework. Discussions also covered potential academic cooperation, postgraduate training, and future short-term training courses. TalTech Law School expressed readiness to cooperate with withULAW in organizing European-standard short-term training programs on topics such as e-government, big data governance, AI management, and other law-technology intersections.
The visit to Estonia (TalTech) yielded highly positive results, significantly broadening opportunities for practical and in-depth cooperation in education, research, and international academic development. The partnership forms a solid foundation for ULAW to enhance lecturer resource quality, expand academic networks, strengthen international integration, and affirm the university’s academic reputation and brand regionally and globally.
